Keywords: This study aims to analyze and determine the concept of Regional Regulation Number 2 of 2016 concerning Halal Tourism. The discussion of this case uses the effectiveness of the law in this case the extent to which the application of regulations is effective and not. The method used is descriptive analytical by emphasizing an empirical legal perspective. There are two sources of data in this research, namely primary data and secondary data. Primary data obtained through observation, interviews, and documentation in the field. While secondary data was obtained through library research. Furthermore, the data was analyzed qualitatively. The results of this study indicate that, firstly, the regional regulation on halal tourism is the basis for implementing all forms of halal tourism in NTB. Conceptually, the regulation aims to provide adequate services in the tourism sector, both in the industrial and accommodation sectors, as well as providing affordable food and beverages. halal (DSN-MUI certification). Second, the implementation of the Regional Regulation of the Province of West Nusa Tenggara No. 2 of 2016 concerning Halal Tourism in the tourist destination of Senggigi, it can be said that it has not run effectively and optimally, because there is a gap between the conception of halal tourism in the Regional Regulation and the organizers of halal tourism or business people in the field.
